I'm no fan of Doug Ford by any stretch, but I am an expert in school funding and Ontario's model is pretty good: It's transparent, it is a pretty well-lined item in a lot of respects, and for the most part it's uniform across the province allocated perfectly by the boards, but it's a far better system than most. Having said that, there is literally no amount of money to make this work. If you hired every available qualified teacher in Ontario and allowed retired teachers to double dip so they could come back and teach, you likely would still not get down to 15:1. But let's assume for a second that you did have enough qualified staff. You don't have enough space. You don't have enough rooms so that every kid gets two meters. The rooms you do have are not ventilated adequately.
